Since it's a cross generation game, i.e both PS4 and PS5, I would imagine they will have a performance mode that will target 60fps. My guess is that on day 1, with the NPC density that may struggle to hit that. I would suggest waiting for Digital Foundry's video analyzing the performance before buying it on day 1. Ras_AlHim.
